Understanding CF or Borang F (Certificate of Fitness) (Real Estate)

 

Under by-law or rule 25, it is stated that a CF (Certificate of Fitness or Borang F
)
“shall be given” when “the qualified persons” have certified (in Form of the Second Schedule, which is an application for the issuance of a CF) that:

-      they have supervised the erection of the building to the best of their knowledge and belief, the building has been constructed in accordance with these By-laws and any conditions imposed by the local authority (In other words, it is in accordance with the Building and Structural Plans): and they accent full responsibility for those portions which they are respectively concerned with.

-      inspection, namely Building Dept., Planning Dept., Road & drainage, landscaping, street lighting, safety & health, etc. all depts. have to approve b4 u get your CF!

CF is the document to proof that the house is fit for occupation. It is normally handed to the 1st owner when purchased from the developer.

The CF is required by the Purchaser side most probably because they need the same when submit the application to the local council for the renovation/extension to the house. It is quite common now for the Purchaser to request a copy for the renovation/extension purpose notwithstanding that the house is for individual title. Some of the Bank will also ask for copy of CF for release of loan.

What is the difference between CF and CCC?

 

The biggest difference between the two is in the move towards self-regulation in the new system. Now the power to issue a CCC is with the professionals in charge of the project as opposed to the CF, which was issued by the local authority

 

Certificate of Completion and Compliance (CCC) introduced by the Street, Drainage and Building (Amendment) Act 2007. Formerly known as the certificate of fitness (CF), the CCC is a document released by the local authority council that declares a particular property is completed and safe to be occupied. Under this new system, the CCC is issued by the Principal Submitting Person (PSP) who can be a Professional Architect, Professional Engineer or Registered Building Draughtsman who submits building plans.
